Noah Cyrus - the 9 year old sister of pop star Miley Cyrus - attended the 16th Annual Dream Halloween Fundraiser held in Santa Monica over the weekend in a mini black lace up dress teamed with knee high patent, black, studded, platform boots to complete her barely-there ensemble. The 9 year old also wore heavy eye makeup and bright red lipstick, a look that would be much better suited to someone twice her age. Her appearance has shocked the public and caused much controversy. It's not the first time that little Noah Cyrus has dressed beyond her years, she recently appeared at a separate event dressed up as what can only be described as Minnie Mouse. We are forced to question her parents -Billy and Tish Cyrus - judgement, if they’re even around to for fill their parental duties. Miley Cyrus however can do no wrong and is currently believed to be worth an estimated $25million!

Halloween has spiralled out of control and has become a weak excuse for youngsters to dress sexily, or at least it seems.
